Where should your business data live? Europe, the UAE, or both.

Cheap European servers are tempting, and often right. But for some businesses, the law or a client contract decides first. Here is how to choose before you sign up.

European servers are good value, and for many UAE businesses they're the right call. For others, the law or a single clause in a client contract says the data has to stay in the country. Moving a live system later is expensive, so it pays to settle the question before you sign up for anything.

Three reasons location matters

Speed

Distance adds a small delay to every request. For most business apps it's barely noticed. For calls, video or big file syncs, it is.

The law

Some UAE rules say certain data must be stored in the country, or can only leave it under conditions.

Contracts and trust

Large clients and government buyers often write the data location into the contract, whatever the law says.

Speed: Europe is closer than it looks

Opening a customer record, posting an invoice or running a report sends small amounts of data back and forth. From the UAE, a well-run server in Germany or Finland handles that comfortably, and most users can't tell the difference. We run our own platform from Europe and use it from the UAE every day.

Distance starts to matter for things that are sensitive to delay: phone systems, video, real-time dashboards that refresh every second, or syncing large design files. If that's your workload, a region closer to home is worth the extra cost. Contabo, for example, also runs data centres in India and Singapore, and Hetzner offers cloud servers in Singapore.

What the rules actually say

There is no single "all data must stay in the UAE" law for private businesses. Instead, a few specific rules apply:

Health data. Federal Law No. 2 of 2019 on the use of technology in healthcare says health data linked to healthcare services in the UAE should not be stored or processed outside the country. Ministerial Resolution No. 51 of 2021 later allowed some exceptions under conditions. If you run a clinic, a pharmacy, a lab or a health-insurance process, assume your data stays in the UAE unless your adviser confirms otherwise.

Personal data. The federal personal data protection law, Federal Decree-Law No. 45 of 2021, sets conditions for sending personal data abroad rather than banning it outright. The DIFC and ADGM free zones have their own data protection laws, so check which one applies to your company.

Regulated sectors and contracts. Banks, insurers and government entities usually have their own outsourcing and hosting rules. And even with no legal requirement, a client can make UAE hosting a condition of the deal.

Usually fine outside the UAE

  • Company websites and marketing sites
  • Private-sector business apps such as CRM, projects and stock, with sensible safeguards for personal data
  • Internal tools, test and training copies with no real customer data

Often has to stay in the UAE

  • Health data linked to healthcare services in the UAE
  • Government and semi-government projects
  • Banks, insurers and other regulated firms, under their regulator's rules
  • Anything a client contract says must be kept in the country
Read your biggest client contracts before you pick a server. One clause can decide the whole question.

Your three realistic options

Option 1

European value cloud

Providers such as Hetzner and Contabo, using their European data centres.

  • Cost
  • Data stays in UAE
  • Setup effort

Good fit: private-sector business apps, websites, internal tools, staging copies.

Option 2

Cloud region in the UAE

Large cloud providers including Microsoft Azure, AWS and Oracle run data centres inside the UAE.

  • Cost
  • Data stays in UAE
  • Setup effort

Good fit: healthcare, government and regulated work, or any contract that says "in the UAE".

Option 3

Split it

Keep the regulated data in a UAE region and run everything else on lower-cost servers.

  • Cost
  • Data stays in UAE
  • Setup effort

Good fit: groups where one company or one module is regulated and the rest isn't.

Find your starting point

Three quick questions. Pick an answer for each and the suggestion updates.

1What is the most sensitive data the system will hold?

2Does any client contract say where data must be kept?

3What matters most right now?

How we decide at TBS Group

Our own platform runs on cloud servers in Europe, because that gives us the best mix of cost, speed and control. When a client's data needs to stay in the country, we host their system in a cloud region inside the UAE instead. We make that call per client, after reading the contracts, not per habit.
